This Guide sets out the essential safety principles for switching instructions and associated communications.
This Guide is designed to assist the Electricity Supply Industry (ESI) to develop their own specific procedures and processes for switching. It also recognises there may be variations between generation, transmission and distribution companies (e.g. terminologies etc).
This Guide is an 'industry procedure' as defined in the Safety Manual - Electricity Industry (SM-EI) and provides guidance for achieving SM-EI requirements for switching. Other specific and general requirements of SM-EI must also be followed when performing switching and are not repeated in this Guide.
SCOPE This Guide to Switching Instructions and Communications (the Guide) has been prepared to provide competent workers in the Electricity Supply Industry (ESI) with guidance on how to consider and control risks inherent with switching operations.
This Guide is intended to be read in conjunction with the Electricity Engineers' Association Publication Safety Manual - Electricity Industry (SM-EI). This Guide applies to;
- the compiling, checking and actioning of switching instructions for; - Switching of HV equipment, - Earthing of HV equipment - Application of issuer applied safety measures for permits and assurances.
- protocols for communicating the steps when the instructions are being actioned.
