This EEA Technical Guide has been developed in response to the Government's Ultra Fast Broadband initiative and the establishment of Local Fibre Company (LFC) operators who will seek approval from Electricity Network Companies for the attachment of their fibre network cables and equipment to electricity network overhead poles and pole structures.
Fibre optic cable systems are currently attached to Electricity Network poles or pole structures. The safe installation of these systems is governed by the requirements of the Electricity (Safety) Regulations 2010, specifically Regulation 17 and ECP34:2001 'New Zealand Electrical Code of Practice for Electrical Safe Distances'. This Guide does not cover any commercial arrangements for such an attachment.
The Guide provides the reader with information on key aspects of design, construction and maintenance to ensure the risk of fault conditions, mechanical interference and harm to employees, the public and property is minimised. it specifically focusses on the use of passive optical network (PON) - all dielectric self-supporting cable systems (ADSS).
This Guide has been prepared on the basis that the user will be appropriately trained, qualified, authorised and competent.
