The purpose of the EEA NZ Electricity Networks Guide to Risk Based Earthing System Design is to provide principles that can assist Electricity Asset Managers with the design of safe power systems.

The Guide will assist Asset Managers in complying with the Electricity Regulations for earthing of works and electrical interference with telecommunications, and thus creating an electrically safe earthing system. This Guide provides a structured approach, which when combined with good engineering practice, should enable Electricity Asset Managers to demonstrate that appropriate designs have been adopted.

The Guide provides guidance on design issues that should be considered. It also provides guidance on risk assessments that need to be made when assessing the likely performance of earthing systems during earth fault conditions. Risks that could be included in the assessments are the risk of death or injury to a person or animal or damage to an object close to or touching an earthing system or high or low voltage structure at the time an earth fault occurs.

This guide is complimentary to the 2009 Power System Earthing Practice (Guide) that applies the risk method to practical earthing systems.
