The passing of the Electricity Amendment Act 2006 and Gas Amendment Act 2006 gave due notice to the companies in New Zealand engaged in the generation, transmission and distribution of electricity and the distribution of gas that each must develop, implement and maintain a SMS that will ensure that their electricity generation and distribution systems and gas supply systems will not pose a significant risk of serious harm to members of the public or significant damage to property owned by persons other than the company.

NZS 7901:2008 "Electricity and Gas Industries - Safety Management Systems for Public Safety" (the Standard) was written to outline the content of a SMS that would, when implemented, be considered to be compliant with the public safety requirements in both Acts.

While the Standard might be considered to be largely self-explanatory and contains informative Appendices intended to assist any user to comply with its normative content, enquiries from companies in the ESI and GSI during 2010 indicated to both EEA and GANZ that the two industry bodies should provide further information to assist companies to follow its requirements and gain the necessary approval for their individual PSMSs.
